Enforcing Zoning and Land-Use Controls

Modern land-use controls are often more complex than traditional zoning regulations. Variable controls—setbacks, average densities, lot sizes, and setback buffers—make plan checking more difficult; while other controls, such as those regulating temporary or movable signs, easily thwart inspectors.
