Without adequate controls, home-based businesses can detract from the residential qualities of a neighborhood. On the other hand, they may be relatively benign or even contribute needed community services. An increase in the number of home-based workers has forced many communities to reexamine the laws and regulations that govern home occupations. This report examines relevant administrative, enforcement, and legal issues such as how to license and classify home occupations. It also looks at two important constitutional considerations: due process and equal protection. Ordinances show how several communities have regulated in-home businesses.
