Without adequate controls, home-based businesses can detract from the residential qualities of a neighborhood. An increase in the number of home-based workers has forced many communities to reexamine the laws and regulations that govern home occupations. This report examines relevant administrative, enforcement, and legal issues such as how to license and classify home occupations.
