Innovative Tools For Historic Preservation

Although still the most popular, the local preservation ordinance is no longer the only historic preservation tool. APA surveyed more than 300 planning directors and preservationists to identify innovative techniques that offer the greatest protection to historic resources. This report describes the results. It shows how communities have used nontraditional techniques such as conservation districts, downzoning, and tax and financial incentives to meet historic preservation objectives. Includes case studies to illustrate each technique.
